Innovative approach to Agricultural Policy Making

Purpose of the project 

Purpose of the project is to assess current state of agriculture. Within the scope of this project EPRC experts plan to assess the need of supporting agriculture from the government’s side, at the same time, various types of supportive policies according to levels of engagement from the government will be evaluated. Concrete problems will be identified, especially related to land ownership, recommendations will be provided for overcoming this problem which is considered to be a major obstacle to agricultural development in the country.

Analysis-based research will be conducted in order to assess the impact of implemented programs in agriculture, their advantages and disadvantages, by identifying reasons for failure (was the failure due to mistakes in the planning process or in implementation process), evaluating financial and economic reasoning of those programs.
Project Deliverables

 Report on Analysis of Current Stance of Georgian Agricultural Policy (institutional framework conditions set by the state), which will incorporate analysis and evaluation of 4 agricultural programs (wheat, maize, winery, and 100 enterprises in agriculture).

 Analysis on international experience in creating effective agricultural policy and their applicability to Georgian reality.
 Analysis and recommendations on current stance of Georgian Agricultural Land Market, possible ways of overcoming major obstacles;

 Final comprehensive report presenting a long-term strategy, policy document, for increasing productivity of Georgian agricultural sector.
