On December 4th 2012 With EPRC’s initiative and with the support of OSGF and USAID EWMI G-PAC program a seminar was held at the Parliament of Georgia for the representatives of parliamentary committees and apparatus on the following topic: The Role of Program Budgeting in the Context of Transparency and Accountability of Public Finances.
During the seminar the following issues were discussed: placement of the Georgian Budget in the world transparency ratings, principles and importance of such ratings; main aspects of program budgeting; procedures and experience in approving President’s Administration’s Budget in the US Congress;
The seminar was conducted by expert in the field Dr. Marilyn M. Rubin. She is a Professor of Public Administration and Economics at John Jay College of the City of New York where she teaches courses in Fiscal Policy, Economics and Research Methods and is Director of the College’s MPA Program. She has experience in working as an economic advisor to the state of New York, Member of the Advisory Board of Property Tax Financial Department of the city of New York. She has worked as a consultant to the state organizations on the issues of fiscal policy, economic development and strategic planning.
