The report analyzed how the newly elected government responds to current challenges and how these are reflected in the Draft Budget 2013. The main conclusions and recommendations presented tackled the following issues:<\/p>\n<div>\n<div>1. \u00a0New amendments on non-taxable minimum income;<\/div>\n<div>2. \u00a0Creation of New State Insurance Fund;<\/div>\n<div>3. \u00a0Healthcare insurance for the entire population of Georgia;<\/div>\n<div>4. \u00a0Agriculture;<\/div>\n<div>5. Increase in the share of public spending for financing higher education.
